Vendor-neutral guide to Digital Product Passport (DPP) regulations under the EU Ecodesign for Sustainable Products Regulation (ESPR) — scope, data model, timelines and compliance obligations for apparel.
Why it matters
DPP moves circularity claims from marketing to law. Under ESPR, apparel is a priority product group: brands and importers must attach a machine-readable passport to every product placed on the EU market. Non-compliant products cannot be sold; enforcement penalties are set by each Member State.
Explanation
ESPR (Regulation (EU) 2024/1781) empowers the Commission to adopt delegated acts setting product-specific DPP requirements. For textiles/apparel, the expected data set covers product identity, composition, chain-of-custody, durability and repair, chemical content, and end-of-life instructions. The DPP is accessed via a data carrier (e.g. QR code or NFC) linked to a decentralised registry; the exact technical rules are being finalised through Commission delegated acts and CEN standards.
